Massive US Military Buildup on Two Strategic Islands: Socotra and Masirah

While quietly casting lines to draw Tehran into talks on their nuclear dispute, President Barack Obama is reported exclusively by DEBKA-Net-Weekly’s military and Washington sources to have secretly ordered US air, naval and marine forces to build up heavy concentrations on two strategic islands – Socotra, which is part of a Yemeni archipelago in the Indian Ocean, and the Omani island of Masirah at the southern exit of the Strait of Hormuz.

Socotra is situated 80 kilometers east of the Horn of Africa and 380 kilometers southeast of the Yemeni coastline. It lies athwart the Red Sea and the Gulf of Aden. A military base there is in a position to oversee the shipping moving in and out of those strategic naval waterways.

Lushly verdant, Socotra is approximately 120 kilometers long by 40 kilometers wide. Its population of 55,000 has its own distinct language and culture. Since 2010, the US has been quietly building giant air force and naval bases on Socotra with facilities for submarines, intelligence command centers and take-off pads for flying stealth drones, as part of a linked chain of strategic US military facilities in the Indian Ocean and Persian Gulf.

The Socotra facilities are so secret that they are never mentioned in any catalogue listing US military facilities in this part of the world, which include Jebel Ali and Al Dahfra in the United Arab Emirates; Arifjan in Kuwait; and Al Udeid in Qatar – all within short flying distances from Iran. Additional US forces are also being poured into Camp Justice on the barren, 70-kilometer long Omani island of Masirah, just south of the Hormuz entry point to the Gulf of Oman from the Arabian Sea. US military facilities were established there after the signing of an access agreement with Oman in 1980.

For the new buildup on Socotra, Washington had to negotiate a new deal with Yemen's ousted ruler Ali Abdullah Saleh.

Injured in an assassination attempt last year, Saleh demanded permission to travel to the United States for medical treatment. The Obama administration first refused, then relented when Saleh made it his condition for consenting to additional troops landing on the island.

Western military sources familiar with the American buildup on the two strategic islands tell DEBKA-Net-Weekly that, although they cannot cite precise figures, they are witnessing the heaviest American concentration of might in the region since the US invaded Iraq in 2003.

Then, 100,000 American troops were massed in Kuwait ahead of the invasion. Today, those sources estimate from the current pace of arrivals on the two island bases, that 50,000 US troops will have accumulated on Socotra and Masirah by mid-February. They will top up the 50,000 military already present in the Persian Gulf region, so that in less than a month, Washington will have some 100,000 military personnel on the spot and available for any contingency.

US air transports are described as making almost daily landings on Socotra and Masirah. They fly in from the US naval base of Diego Garcia, one of America's biggest military facilities, just over 3,000 kilometers away. The US military presence in the region will further expand in the first week of March when three US aircraft carriers and their strike groups plus a French carrier arrive in the Persian Gulf, the Gulf of Oman and the Arabian Sea: They are the USS Abraham Lincoln, USS Carl Vinson, USS Enterprise and the Charles de Gaulle nuclear-powered aircraft carrier. A fourth US carrier will be standing by in the Pacific Ocean, a few days' sailing time from the water off Iran's coast.

Obama may debunk Republican charges that he is weak on Iran

By early March, therefore, America will have piled up enough military strength within reach of Iran to exercise its consistently avowed military option.

Tuesday, Jan. 24, in his State of the Union address, the president said: “Let there be no doubt: America is determined to prevent Iran from getting a nuclear weapon, and I will take no options off the table to achieve that goal. But a peaceful resolution of this issue is still possible, and far better, and if Iran changes course and meets its obligations, it can rejoin the community of nations.”

Our military sources have also picked up reports of British and French air, naval and special forces landings this month in Saudi Arabia and the United Arab Emirates. All these military concentrations and Obama's latest word on the Iranian nuclear issue tend to confirm that nothing has changed since DEBKA-Net-Weekly’s sources in Washington first reported in November 2011 on the US president's resolve to attack Iran's nuclear facilities in the course of 2012.

The only difference may be the possibility of the date moving up from fall to spring, depending on three developments:

1. The outcome of the secret exchanges taking place between Washington and Tehran on which we have reported exclusively;

2. An Israeli decision to go ahead with a unilateral strike against Iran's nuclear facilities.

President Obama has not been able to convince Israel to drop this option and leave military action entirely to the United States.

3. The US presidential election campaign: Obama may decide to go for an attack to cripple Iran's nuclear program and preempt its production of a bomb to gain a winning hand for trumping his Republican rivals' accusation that he is weak on Iran.

How Israel could revolutionize the global energy sector

New data suggests Israel may not only have much larger gas resources than believed, but also the 3rd largest deposit of oil shale in the world.

Libyan oil accounts for less than 2 percent of world oil production, yet the revolt against Muammar Gaddafi has managed to shoot up the price of oil to more than $100 per barrel in the last month.

No one knows how long the internal instability in the Middle East will last, but according to the US Department of Energy, its share of the world’s total oil supply is expected to actually increase in the years ahead. Simply, the world is using up the reserves of non- Middle East oil more quickly. Moreover, of the trillion barrels of proven reserves still left, according to the CIA roughly 800 billion barrels are to be found in the Middle East and North Africa, especially in Saudi Arabia, Iran and Iraq.

The implications for Israel of the West’s growing dependence on Middle Eastern oil are troubling, for obvious reasons. Yet there are two new developments in our energy sector that could well offset these trends and eventually alter our standing in the world, especially with respect to Europe.

First, the gas discoveries in the Eastern Mediterranean, which began to produce commercial quantities of natural gas in 2004, are generally well-known. The Tamar field, which should begin production in 2013, is expected to supply all of Israel’s domestic requirements for at least 20 years. The Economist suggested in November 2010 that the recently discovered Leviathan field, which has twice the gas of Tamar, could be completely devoted to exports.

All the undersea gas fields together have about 25 trillion cubic feet of gas, but the potential for further discoveries is considerably greater, given that the US Geological Survey estimates that there are 122 trillion cubic feet of gas in the whole Levant Basin, most of which is within Israel’s jurisdiction.

After the Leviathan discovery these numbers could go up further. Perhaps for that reason, Greece has been talking to Israel about creating a transportation hub for distributing gas throughout Europe from the Eastern Mediterranean that will come from undersea pipelines.

What is less well-known, but even more dramatic, is the work being done on this country’s oil shale. The British-based World Energy Council reported in November 2010 that Israel had oil shale from which it is possible to extract the equivalent of 4 billion barrels of oil. Yet these numbers are currently undergoing a major revision internationally.

A new assessment was released late last year by Dr. Yuval Bartov, chief geologist for Israel Energy Initiatives, at the yearly symposium of the prestigious Colorado School of Mines. He presented data that our oil shale reserves are actually the equivalent of 250 billion barrels (that compares with 260 billion barrels in the proven reserves of Saudi Arabia).

Independent oil industry analysts have been carefully looking at the shale, and have not refuted these findings. As a consequence of these new estimates, we may emerge as the third largest deposit of oil shale, after the US and China.

OIL SHALE mining used to be a dirty business that used up tremendous amounts of water and energy.

Yet new technologies, being developed for Israeli shale, seek to separate the oil from the shale rock 300 meters underground; these techniques actually produce water, rather than use it up.

The technology will be tested in a pilot project followed by a demonstration stage. It will be critical to demonstrate that the underground separation of oil from shale is environmentally sound before going to full-scale production. The present goal is to produce commercial quantities of shale oil by the end of the decade.

This particular project has global significance.

For if Israel develops a unique method for separating oil from shale deep underground, that has none of the negative ecological side-effects of earlier oil shale efforts, that technology can be made available to the whole world, changing the entire global oil market. The effect of the spread of this technology would be to shift the center of gravity of world oil away from Iran, Saudi Arabia and the Persian Gulf to more stable states that have no history of backing terrorism or radical Islamic causes. (In the Arab world, Jordan and Morocco have the most significant oil shale deposits.) WHEN WILL the West begin to treat Israel as a powerful energy giant and not as a weak client state that must be pressured? In the case of the Saudis, when the US realized the true extent of their oil reserves, after America’s reserves in Texas and Oklahoma were depleted by World War II, it sought to upgrade its military and diplomatic ties with the Saudi kingdom even before its production capacity was fully exploited. The US-Saudi connection grew as massive infrastructure investments for moving Saudi oil to Western markets were made, like the Trans-Arabian Pipeline (TAPLINE).

More capital was needed for the Saudi oil project. US companies, like Standard Oil of New Jersey (today, Exxon) and Standard Oil of New York (Mobil), joined Texaco and Standard Oil of California, the original holder of the Saudi oil concession, and created the ARAMCO consortium in the late 1940s. ARAMCO executives came to be regular guests at the State Department, where they could present the Saudi perspective.

In time, Saudi Arabia’s status grew as its future position in world oil came to be appreciated.

In the case of Israel, updated international reports verifying the true dimensions of both its undersea gas and oil shale should be forthcoming in the next year.

Many more international companies are likely to take an interest in its energy sector at that time. Moreover, the full exploitation of these energy resources will require massive infrastructure investment for pipelines, liquified natural gas plants and new oil exporting outlets in the Mediterranean and Red Sea.

Israel is uniquely situated by its geographical position and is able to direct its energy exports to either Europe or China and India. It may not have the capital to build this export capacity, but the involvement of foreign investors in these projects will give European and American banks new interests in developments.

Western policies will not change overnight. Nonetheless, Israel needs to tell the full story of its newly emerging role in the world energy sector if it wants to begin to alter the way it has been handled internationally.

Poll: Israel among the world's least popular countries

BBC poll surveying 27 countries shows that Israel is viewed as having a negative influence in the world; negative opinions in U.S. and U.K. increased over past year.

A poll conducted by the BBC revealed Tuesday that Israel is one of the most negatively viewed countries in the world, ranking at the bottom of the chart along with Iran, North Korea and Pakistan.

In 2011, 22 out of 27 countries leaned toward a negative view of Israel, headed by Egypt, Turkey, and Indonesia. The countries which had the most positive view of Israel were the United States, Russia, Ghana, and China.

Participants were asked in a questionnaire, "Please tell me if you think each of the following countries is having a mainly positive or mainly negative influence in the world," giving the options "mainly positive, mainly negative, depends" and "neutral."

The order of popularity of the 16 countries, based on 27 countries that were surveyed, was Germany, UK, Japan, Canada, France, U.S., Brazil, China, South Africa, India, South Korea, Russia, Israel, Pakistan, North Korea, and Iran.

Despite Israel's extremely low ranking, it has actually made a slight improvement in its world standing since 2010, and a more significant improvement since 2007. According to the poll, positive views of Israel increased by 2% while negative views remained mostly same as in 2010.

However, while positive ratings by the U.S. have remained stable in the poll since 2010 at about 43%, many more Americans chose to rate Israel negatively in 2011, marking an increase of 10% since 2010.

Moreover, negative perceptions of Israel grew stronger in Britain, Canada, Indonesia, Australia, Portugal, Spain, and Kenya.

The Inconvenient Truth: Dear Mr. President....:

Dear Mr. President,

Many people are blaming you for the fire sweeping the arab world, and for the position the US finds itself today, both economically and politically. To be honest, you inherited a difficult situation. And to be brutally honest, you have mismanaged nearly everything on your plate. If any of this is incorrect, please accept my apologies.

At the beginning of your presidency you travelled to Egypt, embraced your long term ally, Hosni Mubarak and spoke with sincerity to the muslim world. I watched the speech. You then looked him in the eye and gave Mubarak a warm handshake. What followed is history. In the blink of an eye, Mubarak was thrown under a bus, insulted and humiliated by your excellency on national TV. This was preceded by the now infamous trip to Saudi Arabia. Imagine that, Mr. Obama, bowing to King Abdullah. The same king, who recently watched your (in his eyes) betrayal of his fellow dictator, Mubarak. I wonder what he must be thinking today? In fact, what are all US allies thinking today?

So why did Mubarak refuse to take calls from the White House? Unimportant you say. Not to US allies, its not. Maybe we are looking at the situation through CNN eyes. Could it be possible that Mubarak and the rest of the dictators have a pretty good idea of what is out there. For example, Sheik Yusf Quaradawi, the most important cleric in Islam banned for decades by Egypt returned to adoring crowds in Tahrir square. His most famous quote "Hitler put them in their place". (Please read further Dr.Harold Brackman's report for The Simon Wiesenthal Centre on The Brotherhood - outstanding).

Maybe, just maybe, Mubarak was well aware of some of the animals in his country who cheered his downfall by sexually assaulting Lora Logan during their celebration, screaming Jew, Jew, Jew! What you definitely do know, Mr. President, is that black peoples of all races are regarded as inferior class humans under Islam, in keeping with Adolf Hitlers Mein Kampf. You also know how many American lives have been saved by Mubarak's intelligence services in the war against terror. Your CIA would also have informed you that Mubarak was dying of a terminal disease.

So in case his excellency doesn't get it yet, lets try it from a westerners point of view. Democracy believes in two things. Peace and freedom. Democratic transitions tend to be the work of generations. …. Mubarak was an authoritarian leader, but he was prudent enough to understand his people's interest in peace (and his own interest as well). In fact, Mubarak was slowly building a middle class. Note all the doctors, lawyers and accountants at the demonstrations. His son, Gamal, was NOT a member of the military, and in his own corrupt way intended to continue the slow march to democracy. The Egyptian economy has been growing by 6-7% p.a. over the last years.

What should you have done Mr. President? ( a popular question often posed by many.) The answer is easy. You should have supported a transition to democracy led by your ally Mubarak. This could have been easily accomplished considering the man is ailing, had already announced his intention not to stand, and together with US aid as leverage.....Well, all it takes is leadership.... Worst case, Mubarak would have fallen, leaving the army in control. Todays situation. The difference being, sir, is that you would not look like a back stabbing, self serving politician being led by the nose by CNN and other "experts" in the media.

Lets jump to other decisions. The decision to press Israel to freeze settlements for ten months, using the old story used by your ex-allies in The Middle East, and by Tom Friedman of the NYT.. "The settlements are the key to the problem. Remove them and you will have peace", looks more ridiculous by the moment. Sane people mentioned that Israel had removed the settlements in Gaza and was rewarded when thousands of missiles were fired into the south of Israel. Bottom line, The Palestinian Arabs declared a "Day of Rage" against the US, last week, calling you "The black hands in Washington".The settlement freeze only made things worse, giving birth to further arab demands.Another success.

Economically, the decision to focus on your health plan and not on jobs and small business, led to a crash at the polls. Then along comes the new budget plan, and guess what? The plan is once again geared to spending and the next election. When will it become clear to his excellency that the vast majority of Americans are fearfull of a future for their children repaying this enormous debt, and prefer to take the pain now. Astounding that most of the planet have realised this. The "Nation of Islam" have realised this and see it as the right time to strike. The Chinese and Indians are watching in awe as US foreign policy crumbles. Yet you continue to zig zag all over the map trying to get reelected. You sir, are no Bill Clinton or Ronald Reagan.

Some free advice, for what its worth, Mr. Obama. Try to clear the air on what you really think. How about statements to the world press that read something like this:

1. I, the president of The United States will do what is necessary to ensure the future of our children, even if it means that I am only a one term president.

2.The United States will not tolerate the rise of extreme radical islamic regimes under the guise of democracy, and will prevent this, using force if necessary.

3.Israel is not an Apartheid State and anybody who thinks so, is delusional.

Background: Who are the Muslim Brothers?

As the Egyptian popular uprising enters its seventh day on Monday, all eyes are on the Muslim Brothers, the country’s largest and best-organized opposition movement, to see how it will try to leverage the crisis to further its goal of rising to power. Founded by Hassan al- Banna in the smoky coffeehouses of Cairo in 1928, the Muslim Brotherhood believes in the establishment of a fundamentalist state ruled according to the strictest interpretation of Shari’a (Islamic law). As the movement grew, it became the target of an anxious Egyptian establishment, and in December 1948, one of its members assassinated prime minister Mahmud Nokrashi. Soon afterwards, Egyptian security forces killed Banna in retaliation.

In 1954, secular nationalist leader Gamal Abdel Nasser banned the Brotherhood, and it has remained prohibited in Egypt ever since. Thousands of members were imprisoned and routinely tortured in the second half of the 20th century. The Brotherhood views secular Arab regimes as the foremost obstacle to setting up a state it believes has been ordained by the Koran. These ideas have been expressed most virulently by Islamist ideologue Sayyid Qutb, who was executed in Egypt in 1966.

The Brotherhood’s ideology has placed it on a collision path with the Egyptian state for more than 60 years, forcing it to come up with a pragmatic, slowmoving tactical road map, that seeks to work within the current political order in order to undermine it. The Muslim Brothers share the goal of Islamist sovereignty with the global jihadi movement, led by al-Qaida, but the Brothers scorn the tactics of the jihadis, which they view as counterproductive.As the Brotherhood evolved in Egypt and then spread to other Arab countries, and beyond, its ideologues came to believe that instant jihad was useless so long as the masses were not “properly” following Islam. There would be no point in establishing an Islamic state, they reasoned, if an Islamic nation following their ideology did not first exist to populate it.
The Muslim Brothers therefore dedicated themselves to spreading their ideology and interpretation of Islam throughout society, a process they call Da’wa, and have used charities, clinics and social aid networks to spread their ideas and prepare the public for the implementation of a Koranic state.
Once an Islamic society was formed in Egypt, as well as in other Muslim states, they reasoned, an Islamic revolution would naturally erupt, or a government of their choosing would be elected without the need to fire a single bullet.
Violent jihadis, on the other hand, believe that their desired state must first be created through armed revolution, and that Islamizing society is the secondary goal.
Today, the Muslim Brothers in Egypt are led by Muhammad Badi, elected as head of the organization in 2010, who is considered too meek and uncharismatic a character to gain the backing of the multitudes of Egyptians trying to force out their government, according to Prof. Elie Podeh of the Hebrew University of Jerusalem’s Department of Islamic and Middle Eastern Studies.
“We’ve heard nothing from Badi since the beginning of this,” he said.
Podeh said that while the exact popularity of the Brothers cannot be measured due to the lack of democracy in Egypt, 2005’s parliamentary elections did see 88 Muslim Brotherhood representatives – who ran as independents to bypass the law – voted into the 454- member parliament.
By the time the 2010 parliamentary elections were held in November, the regime had become alarmed at their influence, and not one Muslim Brotherhood candidate won a seat.
“That means that 88 out 454 is the minimum number of seats they could win, and their popularity could be greater,” Podeh said. “The regime is very afraid of them.”
Podeh said the Brotherhood could now be deliberately lowering its own profile in the current crisis as a deception tactic, while supporting the uprising.
Should free elections ever be held in Egypt, the Brothers have a reasonable chance of winning, he said. “Clearly this is a possibility.
This is the most organized opposition in Egypt. The rest of the opposition groups are are a rabble.”
The Brotherhood has worked with liberal parties within Egypt in recent years, and likely views former IAEA chief Mohamed ElBaradei, an opposition figure calling for democracy in Egypt, as “a tool that can serve them,” Podeh said.
The movement is probably still biding its time to see whether the Mubarak regime will fall or not, and fears severe retaliation if it attempts a coup that fails, he said.
In addition to representing a sea change within Egypt, a Muslim Brotherhood government would obviously spell bad news for relations with Israel.
In 2009, the Muslim Brotherhood in Egypt published a draft charter on its website, in which it said that the peace treaty with Israel would be “reviewed” if it came to power.
“They said review, not cancel. But that may be because they don’t want to worry people,” Podeh said.
Still, a Muslim Brotherhood regime may not automatically lead to confrontation, he added.
“There is a certain pragmatism within the movement, and it may one day be expressed in its foreign policy,” he said.
In addition to its national structure, an international Muslim Brotherhood also exists, led by exiled Egyptian Sheikh Yussuf al-Qaradawi, who lives in Qatar.

Israeli firefighters could have received a shipment of brand new fire trucks that would have helped quell the fires that raged over the weekend on Mount Carmel, killing 41 people and turning tens of thousands of dunams into an ashen wasteland. Instead, a charity group charged Sunday, Interior Minister Eli Yishai refused to accept donations from pro- Israel Christians and thus denied the underfunded Fire and Rescue Service much-needed equipment.

Rabbi Yechiel Eckstein, founder of the International Fellowship of Christians and Jews, which raises money for Israel among Christian supporters in North America, said his organization’s ties with the Interior Ministry were severed after it was taken over by the ultra-Orthodox minister two years ago. Eckstein said Yishai’s religious- based rejection of contributions from non-Jewish sources led to the termination after the group had completed delivery of eight fire trucks last year in a donation that had been okayed by Yishai’s predecessor, MK Meir Sheetrit.

“Since that time, under Yishai we have not received any further requests from the ministry because of the way they perceive us,” Eckstein said.
“So we could have had more trucks than those we already delivered.”
While the fellowship gives millions to Jewish, Muslim and Christian groups in Israel each year, some ultra-Orthodox Jews refuse to take its money, which comes mostly from Evangelicals, on religious grounds. According to Eckstein, Yishai would not even acknowledge the fellowship’s contribution of the eight fire trucks.
“We were told very clearly that the minister of the interior would not come to a ceremony,” he said.

“Then I said, what about a photo-op, something we can put in to show we worked on this. But they said no, and we dropped it.”

The trucks were donated to Israel as a consequence of the Second Lebanon War, when firefighters struggled to put out brush fires sparked by some of the thousands of missiles fired by Hizbullah.

Fire and rescue officials confirmed that they had received the eight trucks from Eckstein’s organization but said they were unaware that additional vehicles had been offered and refused.

Yishai’s spokesman could not confirm or deny the story.

"I see no future for recognizable Jews, in particular because of anti-Semitism, specifically in Dutch Moroccans, who continue to grow in number," Bolkestein reportedly said.

The former politician added that the many Arab television channels in the Netherlands contribute to the spread of anti-Semitism. He said he has no confidence in proposed measures to combat anti-Jewish sentiment.

"The Palestinian-Israeli conflict continues to fester," Bolkestein said. "I foresee no quick solution, and anti-Semitism will continue to exist. Moroccan and Turkish young people won't care about the measures."

Politician Geert Wilders, who visited Israel this week, responded that "Jews shouldn't emigrate, anti-Semitic Moroccans should."

According to a poll released Tuesday by the Israel Democratic Institute: Most Israeli Jews believe Arab citizens should have no say in foreign policy. 53 percent of Israeli Jews believe the state has the right to encourage Arab citizens to emigrate, while 55 percent said Jewish cities should receive more government resources than Arab communities.

Approximately 86 percent of Israeli Jews believe any final Knesset decision regarding the country's future political arrangement must be approved by a Jewish majority. More than 62 percent of Israeli Jewish respondents also said that as long as conflict with the Palestinians continued, the state should not take into account Israeli Arab opinions regarding foreign policy. Another 51 percent of those polled said that Israeli Arabs and Jews should have equal rights.

Some 54 percent of Israelis said they believed legal action should not be taken against citizens who speak up against the state. Another 50 percent supported the claim that anti-Zionist parties should be allowed to run for the Knesset.

Almost half of the Jewish Israelis polled would be bothered to have an Arab neighbor. That topic also found that 39 percent considered patients in mental institutions and foreign workers to be the most disruptive kind of neighbor; 25 percent said living next to a homosexual couple was the most disruptive; 23 percent said ultra-Orthodox neighbors bothered them most; and 17 percent would rather not live next to Ethiopian immigrants.

The study found a high correlation between the level of religious observance and the belief that Arabs should have different rights. The study indicated that the Russian immigrants were the least liberal population in the country.

Israeli Arab respondents expressed less tolerance for foreign neighbors; 70 percent of whom said they would rather not live beside a homosexual couple, while 67 percent said they would rather not live next to Haredi families.

The study revealed, however, that 48 percent of Israeli Arab were tolerant of living beside foreign workers.
